5. 参赛运动员资格
5.1 参赛队以本国或地区的青少年校园足球代表队为单位报名,代表本国或本地区的优胜队。
5.2 境外球队运动员中华侨华人子女不能超过4人,外籍球员不能超过3人。
5.3 年龄规定:18周岁以下(2025年邀请赛运动员为2007年1月1日以后,2009年12月31日前出生)。 如有年龄小于规定报名年龄时段的,需提供相关证明,并经赛事组委会同意方可参赛;年龄大于规定报名年龄时段的不得参赛。
5.4 参赛队员所持护照、身份证和居住证所能证明其国籍或永久居留权和年龄。
5.5 运动员为在校注册的学生。官方需证明参赛选手的学生身份,证明中需要提及参赛选手的学校名称。
5.6 如有必要核实运动员的参赛资格,组委会可以随时检查所有运动员的身份证明(护照)。
5.7 任何违反资格规定的行为将受到赛事纪律委员会的处罚。
6. 运动员、官员的注册与报名
6.1 报名日期及在线注册
6.1.1 各参赛队应于2025年6月23日前(赛前30天)向主办方报名;报名信息包括参赛队伍的名称及简介(附报名有关资料)。
6.1.2 各参赛队伍应于2025年6月23日前(赛前30天)提交报名信息,一旦提交将视作确认,所有信息将不予修改;报名信息包括运动员30人名单、10名球队官员名单。
6.1.3 各参赛队伍应于2025年7月3日前(赛前20天),确认最终参赛名单;确认参赛运动员最多22人、球队官员最多4人(领队1人、教练员2人、医生1人)。
6.2 报名须知
6.2.1 各参赛队须对运动员进行身体检查,确保参赛人员身体健康,并自行为运动员投保有关保险。
6.2.2报名信息的具体要求
网上报名时所有参赛人员须提供护照号、出生日期、照片(像素大小要求626×413),除此以外:
1)运动员
身高、体重、运动员号码、场上位置。
2)球队官员
球队官员职务类别。
7. 奖励、证书
7.1 获得比赛前三名的球队分别获得冠、亚、季军奖杯和金、银、铜奖章以及纪念品。
7.2 各参赛队均获得参赛证书、成绩证书和纪念品。
7.3 设立"最佳运动员"奖、"最佳射手"奖、"最佳守门员"奖、"最佳教练员"奖、“最佳进球”、"最佳裁判员"奖、"最佳领队"奖、“公平竞赛球队”奖、"奉献"奖、“最佳阵容”奖,组委会颁发荣誉证书和纪念品以资奖励。
8. 赛制
8.1 竞赛方法
参赛队伍为12支球队
1)第一阶段:参赛球队经抽签分成A、B、C、D四个小组,采用小组单循环赛;
2)第二阶段:同名次相决,获得各小组第一的队伍采用单场交叉淘汰赛决出1-4名,获得各小组第二的队伍采用单场交叉淘决出5-8名,获得各小组第三的队伍采用单场交叉淘决出9-12名;
8.2 计分和决定名次办法:
8.2.1 小组赛中,每队胜一场得3分,平一场得1分,负一场得0分,积分多者名次列前。
8.2.2 小组赛中如果两队或两队以上积分相等,则依次按以下条件排列名次:
1)积分相等队间比赛的积分,多者名次列前;
2)积分相等队间比赛的净胜球,多者名次列前;
3)积分相等队间比赛的进球数,多者名次列前;
4)积分相等队在同一循环全部比赛中的净胜球、进球数,多者名次列前;
5)积分相等队在同一循环全部比赛中获得红牌、黄牌总数少者,名次列前;
6)如仍相等,以抽签形式决定名次。
8.2.3 第二阶段比赛每场必须决出胜负,如90分钟比赛为平局,则直接以踢球点球办法决出胜负。
9. 竞赛规则及相关规定
9.1 比赛执行中国足球协会最新审定的《足球竞赛规则》。
9.2 场地:上海海事大学
9.3 比赛用球:5号比赛用球。
主办方每场比赛前将向各参赛队伍提供10个官方训练用球。
9.4 运动员比赛装备:
各参赛队伍均须穿着统一的足球比赛服装,并准备两套颜色不同的足球比赛服装;守门员的比赛服装颜色要与其他队员服装颜色有明显区别;队长必须佩戴队长袖标。
领队联席会议上确定小组赛每场比赛各参赛队服装颜色。
9.5 比赛时间:
全场比赛为90分钟(上、下半时各45分钟),中场休息不得超过15分钟。
9.6 每场比赛允许填报人数:
每队可报22名运动员,其中11名替补运动员,但只可替换5名运动员,且下场的运动员不得再次加入比赛。每场比赛换人次数不得超过三次,中场换人不计入次数。
9.7 替补席上不超过11名队员和4名球队官员,另外可以就坐1名侨领和1名志愿者。
9.8 关于纪律处罚
9.8.1 在同一场比赛中运动员被裁判员累计出示黄牌2次或被裁判员直接出示红牌的,或同一阶段的两场比赛中累计两张黄牌,将自动停止下一场比赛。若赛事纪律委员会未追加处罚,将自然停赛一场。
9.8.2 在一场比赛中,运动员因2张黄牌而被出示红牌的,该黄牌不作累计。
9.8.3 在一场比赛中,运动员得到1张黄牌后又被裁判员直接出示红牌的,该黄牌仍作累计。
9.8.4 在一个阶段比赛结束时,有未执行或未执行完成的停赛或纪律处罚,则带入下一阶段比赛继续执行完成;
9.8.5 小组赛阶段的红、黄牌数量不带入第二阶段累计计算。
9.9 退赛、弃赛和罢赛:
9.9.1 参赛队必须踢完其小组所有的比赛以及随后的比赛。
9.9.2 在确认参赛后,代表队若退赛(不可抗力因素除外),将在今后两年的系列赛事中除名。
9.9.3 在赛事过程中,不论任何原因,代表队没有继续参赛,将在今后两年的系列赛事中除名。
9.9.4 有下列情况之一的运动员参加比赛,则该名运动员所属球队此场比赛按弃权处理:
1)未报名;
2)处在停赛期;
3)正在仲裁过程中尚未被允许参赛。
9.9.5 有下列情况之一的球队属罢赛:
1)并非因不可抗力,且未获得主办方批准,而未参加赛程规定的比赛;
2)拒绝按照主办方的安排参加补赛或改期的比赛;
3)拒绝按照裁判员的要求,在5分钟内恢复中断的比赛;
4)中途退出比赛。
9.9.6 退赛、弃赛和罢赛的处理
1)如一方球队比赛弃权或罢赛,则视为另一方球队获胜,比分记录为3:0;如比赛的实际比分净胜球超过3:0,则以当时的比赛实际结果为准;
2)如双方球队比赛弃权或罢赛,则双方球队本场比赛均无成绩,积分计为0分;
3)如参赛队中途退出比赛,则所有与该队的比赛均视为对手获胜,相关比分记录为3:0(无论比赛是否已经进行);如果比赛的实际比分净胜球超过3:0,则以当时的实际结果为准;
9.9.7 比赛取消及比赛中断的处理程序
如果由于任何不可抗力或者任何其他包括但不限于比赛场地不适宜比赛、天气原因、照明灯故障等事故,裁判员认为比赛无法正常开始,或裁判员在正常比赛结束之前中断了比赛,则应当采取以下措施:
1)比赛将被自动延时或暂停30分钟,等待情况得到有效改善后将比赛开始或重新开始,除非裁判员认定比赛可以提前开始或重新开始。
2)比赛被自动延时或暂停30分钟后,如果裁判员认为再延长一段时间可使比赛恢复重新开始,则可再延长30分钟;如果第二个30分钟结束后比赛仍未能得到恢复,则裁判员必须宣布中止该场比赛。
3)宣布观众退场,双方球队撤离赛场
比赛监督征求各方意见后,应决定在24小时内进行重赛或补赛的时间和场地。
4)对于中断的比赛,补赛从比赛中断的时间起恢复。被中止时的比分等情况依然有效。当主办方决定将比赛恢复完成时,具体应遵循如下原则:
(1)比赛从被中止时的原比赛时点恢复,恢复时所有场上运动员、替补运动员应与比赛被中止时一致;
(2)不能对替补运动员名单中的运动员进行增加、更换;
(3)不能增加可换人的次数;
(4)比赛的红、黄牌依然有效,被罚令出场的运动员不能参加比赛,被罚离替补席的球队官员不得进入替补席和技术区域;
(5)所有与此比赛有关的其他处罚依然有效;
(6)恢复比赛的时间(在随后可预见的时间)与比赛地点由主办方决定;
(7)由此可能产生的一切后续问题由主办方决定。
9.9.8 比赛如不能在24小时内进行重赛或补赛,则:
1)比赛监督应报告主办方,由主办方做出处理决定;
2)由主办方做出的决定为最终决定;
3)如在此过程中发生违纪行为,比赛监督应将有关报告向赛事纪律委员会提交,由纪律委员会做出有关纪律处罚。
9.9.9 不可对本规程此条规定提出申诉。
10. 比赛监督、裁判人员
10.1 比赛监督由2025上海国际青少年足球邀请赛竞赛委员会负责选派。
10.2 裁判监督、裁判员由2025上海国际青少年足球邀请赛裁判委员会负责选派。
10.3 不可对裁判员赛场上比赛事实的决定提出任何抗议。
11. 竞赛接待与经费
11.1 各队往返国际旅费、医疗费、有关保险(如国际旅游保险、意外伤害险等)由各队负责解决。
11.2 组委会承担经注册的参赛队成员在上海期间(赛事规定日期内)的食宿交通费用;超编人员费用一切自理。
12. 比赛经营与广告
12.1 组委会拥有此项赛事的电视转播权和转让权及比赛经营权。
12.2 组委会有权永久无偿使用赛事期间参赛队伍及参赛人员的所有影像资料,包括但不限于照片、录像、录音等。组委会使用这些资料无需事先征得参赛队伍及参赛人员的同意,也无需向参赛队伍及参赛人员进行通知。
12.3 如此次参赛队伍比赛服由组委会提供,参赛期间所有运动员服装不得私自印制商业元素(非组委会指定的logo等),或者穿戴任何带有商业元素的其他服装、饰品等。任何参赛人员也不得在比赛期间暴露身体的任何部分以展示或试图展示任何商业元素。
13. 其他事宜
13.1 本规程未尽事宜,另行通知。

4. Participating Teams
Youth campus football teams from different countries and regions
5. Player Qualifications
5.1 The participating team should register for the event as a youth campus football team of its own country or region, representing the winning team in its country or region.
5.2 An overseas football team shall have no more than 4 children of Chinese or overseas Chinese and no more than 3 foreign players.
5.3 Age: The players shall be under 18 years old (they should be born between January 1, 2007, and December 31, 2009). For any player younger than the specified age, relevant document should be provided to the Organizing Committee, and they can only participate in the event upon the Committee’s approval. Players older than the specified age shall not take part in the event.
5.4 The passports, ID cards or residence permits of the participating team members shall bear the information of their nationality or permanent residence and age.
5.5 The players should be registered students. Official documents bearing the schools’ names of the players should be provided to certify their identity as students.
5.6 Where it is necessary to verify the eligibility of the players, the Organizing Committee has the right to check the identity certificates (such as passports) of all players at any time.
5.7 Any violation of the eligibility rules will be punished by the Disciplinary Committee of the event.
6. Registration of Players and Officials
6.1 Registration deadline and online registration
6.1.1 All participating teams should register with the organizer before June 23, 2025 (30 days before the event). The registration information should include the name and a brief introduction of the participating team (with relevant materials attached).
6.1.2 All teams should submit the registration information before June 23, 2025 (30 days before the event), including a name list of 30 players and 10 officials. Once submitted, the information shall be conceived as confirmed and shall not be changed.
6.1.3 All teams should confirm the final list of their participants before July 3, 2025 (20 days before the event), comprising up to 22 players and 4 officials (including 1 team captain, 2 coaches, and 1 doctor).
6.2 Registration guidelines
6.2.1 All teams shall conduct physical examinations on their participants to make sure that the participants are in good health, and buy relevant insurance for the players at their own expenses.
6.2.2 Requirements of registration information
All participants should provide their passport number, date of birth, and an ID photo (626×413 px) for online registration. Besides, different participants should provide the following information as required:
1) Players
The players need to provide the information on their height, weight, player number, and field position.
2) Officials
The officials need to specify their job or position in the team.
7. Awards and Certificates
7.1 The top three teams winning the competition will respectively be awarded with championship, runner-up and third-place trophies and gold, silver and bronze medals, as well as souvenirs.
7.2 All participating teams will be awarded with a certificate of participation, a certificate of event results, and souvenirs.
7.3 Awards of “Best Player”, “Best Scorer”, “Best Goalkeeper”, “Best Coach”, “Best Goal”, “Best Referee”, “Best Team Captain”, “Fair Play Team”, “Contribution”, and “Best Eleven” are set for the event. The awards will be presented by the Organizing Committee with certificates of honor and souvenirs as recognition.
8. Competition Rules
8.1 Competition Methods
There will be 12 football teams participating in the event.
1) Stage 1: The teams will be divided into four groups of A, B, C, and D, by lot. The group competition will adopt the single-game round-robin format;
2) Stage 2: A crossover knockout format will be adopted. Teams ranked first in each group will compete in single-elimination crossover matches to determine 1st - 4th places; teams ranked second in each group will compete in single-elimination crossover matches to determine 5th - 8th places; teams ranked third in each group will compete in single-elimination crossover matches to determine 9th - 12th places.
8.2 Scoring and ranking methods:
8.2.1 In the group competition stage, the teams will gain 3 points for a win, 1 point for a draw, and 0 point for a loss. The team gaining the most scores will rank on the top.
8.2.2 If two or more teams are tied on points in the group competition, their rankings shall be determined in the following order:
1) The team with more points in matches between tied teams ranks higher;
2) The team with more goal differences in matches between tied teams ranks higher;
3) The team with more goals in matches between tied teams ranks higher;
4) The team having more goal differences and goals in all matches of the same round ranks higher;
5) The team holding fewer red and yellow cards in all matches of the same round ranks higher;
6) If there is still a tie, the rankings should be determined by lot.
8.2.3 In Stage 2, the winner must be determined in each match. If there is a tie after the 90-minute match, the winner will be determined by a penalty shootout.
9. Competition Rules and Relevant Regulations
9.1 The matches will implement the latest Laws of the Game approved by the Chinese Football Association.
9.2 Venues: Shanghai Maritime University
9.3 The ball: Size 5 football will be used in the matches.
The organizer will provide 10 official training balls to every participating team before each match.
9.4 The players’ equipment:
All participating teams shall be dressed in football uniforms. Each team should prepare two suits of uniforms in two different colors. The goalkeeper’s uniform should be clearly different from other team members’ in color and the team captain must wear the captain’s armband.
The color of the uniform of each team in each match will be decided in the joint captain meetings.
9.5 The duration of the match:
A whole match lasts for 90 minutes (including two equal halves of 45 minutes), with an interval at half-time not exceeding 15 minutes.
9.6 Number of players to be reported:
Each team may report a maximum of 22 players, including 11 substitutes. However, only 5 substitutes can be used in each match and the player who leaves the field cannot join the match again. Each team has a maximum of three substitution opportunities in each match and may additionally make substitutions at half-time.
9.7 There should be no more than 11 substitutes, 4 team officials, 1 Chinese team captain, and 1 volunteer at the substitute bench.
9.8 Disciplines and penalties
9.8.1 Where a player is shown 2 yellow cards or directly shown 1 red card by the referee in a match or is accumulatively shown 2 yellow cards in two matches in the same stage, the player will be forbidden from participating in the next match. If the Disciplinary Committee of the event does not impose extra penalties, the player shall be forbidden from participating in the following match.
9.8.2 Where a player is shown by 1 red card out of 2 yellow cards in a match, the yellow cards will not be counted in accumulation.
9.8.3 Where a player is shown by 1 direct red card after 1 yellow card in a match, the yellow card will be counted in accumulation.
9.8.4 Where a player has been forbidden from participating or is under other disciplinary penalties which are not yet executed or fully executed by the end of a stage, such penalties will be continued in the next stage.
9.8.5 The red and yellow cards in the group competition stage will not be accumulated into the next stage.
9.9 Withdrawal, forfeit and abandonment:
9.9.1 All participating teams should complete all the matches in their groups as well as the matches to come.
9.9.2 Where a representative team withdraws from the event (except for force majeure) after its confirmation on participation, the team will be removed from the series competitions in the following two years.
9.9.3 Where a representative team fails to participate in the matches during the event for whatever reasons, the team will be removed from the series competitions in the following two years.
9.9.4 Where a player in the following conditions participates in a match, the team to which the player belongs will be considered as forfeiting the match:
1) The player is not registered;
2) The player is forbidden from participating;
3) The player is in the process of arbitration and has not been allowed to participate.
9.9.5 A team will be considered as abandoning a match in the following conditions:
1) Without the approval from the organizers, the team fails to participate in a match as required by the competition schedule for non-force majeure reasons;
2) The team refuses to participate in make-up or rescheduled matches;
3) The team refuses to resume an interrupted match in 5 minutes as requested by the referee;
4) The team quits in the middle of a match.
9.9.6 Handling of withdrawal, forfeit and abandonment
1) If a team forfeits or abandons a match, the other team of the match will be deemed as the winner and the score of the match will be recorded as 3:0. If the actual goal difference of the match exceeds 3:0, the actual result shall prevail;
2) If both teams of a match forfeit or abandon the match, the score of the match will be recorded as 0:0 and both teams will gain no point for that match;
3) If a team quits in the middle of a match, the scores of all matches in which the team has participated, is participating, or will participate will be recorded as 3:0 with the other teams being the winners. Where the actual goal differences exceed 3:0, the actual results shall prevail.
9.9.7 Procedures for match cancellation and suspension
If the referee deems that the match cannot be started normally due to any force majeure or any other reasons, including but not limited to inappropriate field, bad weather, or accidents such as lighting failure, or if the referee suspends the match before its normal end, the following measures should be taken:
1) The match will automatically be delayed or suspended for 30 minutes and shall be resumed or restarted after the delay or suspension when the situation is effectively improved, unless the referee decides that the match can be resumed or restarted earlier.
2) After the match has been delayed or suspended for 30 minutes, it can be delayed or suspended for another 30 minutes if the referee believes that the match can be resumed or restarted after a longer delay or suspension. If the match cannot be resumed or restarted after another 30 minutes, the referee shall announce the match to be stopped.
3) An announcement on the delay or suspension should be made to the spectators, and both teams of the match should leave the field.
After consulting the opinions of related parties, the supervisor of the match shall decide the time and venue of the rescheduled or make-up match which shall be completed within 24 hours.
4) The suspended match shall be resumed from the time when it is interrupted. The score and other relevant situation of the interrupted match shall still prevail. When the organizer decides to resume the suspended matches, the following rules should be followed:
(1) The match shall be resumed from the time point when it is suspended, and all players and substitute players on the field should be the same as when the match is suspended;
(2) The players on the substitute list shall not be added or changed;
(3) The opportunities for substitution shall not be increased;
(4) The yellow and red cards shown in the match shall still be valid. The players who have been sent off shall not participate in the match again, and the team officials who have been sent off shall not enter the substitute bench or the technical areas;
(5) Other penalties relating to the match shall still prevail;
(6) The time (at a later foreseeable time) and the venue of the resumed match shall be decided by the organizer;
(7) All issues resulting from such suspension shall be decided by the organizer.
9.9.8 If a delayed or suspended match cannot be resumed or restarted within 24 hours, the following measures should be taken:
1) The competition supervisor shall report to the organizer and the organizer shall make the decision;
2) The decision made by the organizer shall be deemed as the final decision;
3) If there is any violation of the competition rules, the competition supervisor shall submit relevant report to the Disciplinary Committee of the event, and the Disciplinary Committee shall make the decision on penalties.
9.9.9 No appeals shall be lodged against this provision of the competition rules.
10. Competition Supervision and Referees
10.1 The competition supervisors shall be selected and delegated by the Organizing Committee of Shanghai International Youth Football Invitational 2025.
10.2 The referee supervisors and the referees shall be selected and delegated by the Organizing Committee of Shanghai International Youth Football Invitational 2025.
10.3 No protest shall be lodged against the referee’s decision regarding facts connected with play on the field.
11. Reception and Fund
11.1 The international travel expenses, medical expenses, and related insurance (such as international travel insurance and accidental injury insurance) of each team shall be borne by the teams themselves.
11.2 The Organizing Committee of the event will bear the related expenses on food, accommodation and transportation of the registered team members during their stay in Shanghai (during the specified dates of the event). Overstaffed personnel shall bear all the incurred expenses by themselves.
12. Event Management and Advertising
12.1 The Organizing Committee shall have the right of TV broadcasting, the right of transfer, and the right of management of the event.
12.2 The Organizing Committee shall have the right to permanently use all audio-visual materials of the participating teams and participants of the event for free, including but not limited to photos, videos, and audio recordings, without obtaining prior consent of the participating teams and participants, or notifying them for using such materials.
12.3 If the uniforms of the participating teams are provided by the Organizing Committee, all the uniforms or clothing of the players shall not be printed with any commercial elements (such as logos not designated by the Organizing Committee), and the players shall not wear other clothing or accessories with any other commercial elements during the event. No participant shall expose or try to expose any part of the body to display or attempt to display any commercial elements.
13. Other Matters
13.1 Matters not included in this Competition Rules will be notified separately.
13.2 The right to interpret this Competition Rules belongs to the Organizing Committee of Shanghai International Youth Football Invitational 2025.
