3. 参赛队伍
参赛队以中国校园足球国家队、上海市校园足球精英队、在上海申花青年队、上海海港青年队、各区民办学校(国际部)足球队、在沪外籍人员子女学校(国际学校)为单位进行报名参赛。
4. 参赛运动员资格
4.1年龄范围:17周岁以下(2021年邀请赛运动员为2004年1月1日以后,2005年12月31日前出生)。 如有年龄小于规定报名年龄段的,须学校提供盖有学校公章的情况说明,并经赛事组委会(竞赛部)同意方可参赛;年龄大于规定报名年龄时段的不得参赛。
4.2 运动员为在校注册的学生。如遇特殊情况,或组委会(竞赛部)认为有必要核实运动员的参赛资格时,须学校提供印有参赛选手名单且盖有学校公章的身份证明。
4.3任何违反资格规定的行为将受到赛事纪律委员会的处罚。
5. 运动员、官员的报名流程与须知
5.1报名流程
5.1.1各参赛队伍于2021年5月24日开始可登录中国(上海)国际青少年校园足球邀请赛官网http://youthfootball.secsa.cn或上海学生活动网https://www.secsa.cn进行注册报名;报名信息包括参赛队伍的名称及简介(附报名有关资料)。
5.1.2各参赛队伍应于2021年6月3日前(赛前30天)提交报名信息,一旦提交将视作确认,所有信息将不予修改;报名信息包括运动员30人名单、10名球队官员名单。
5.1.3各参赛队伍应于2021年6月18日前(赛前15天)确认最终参赛名单;确认参赛运动员最多22人、球队官员最多4人(领队1人、教练员2人、医生1人)。
5.2报名须知
5.2.1各参赛队须对运动员进行身体检查,确保参赛人员身体健康,赛事期间,组委会为各代表队全体参赛人员统一购买运动意外险。
5.2.2报名信息的具体要求
网上报名时所有参赛人员须提供护照号、出生日期、照片(电子正面免冠照,像素大小要求400×570);运动员须提供身高、体重、运动员号码、场上位置等;球队官员须提供球队官员职务类别等信息。
6.赛制
6.1竞赛方法
参赛队伍为12支球队
1)第一阶段:12支球队经抽签分成A、B、C、D组,采用小组单循环赛;
2)第二阶段:采用淘汰赛A1VSC1,B1VSD1,获胜的两支队伍进入冠亚军争夺,失败的两支队伍进入三、四名决赛。
6.2 计分和决定名次办法:
6.2.1小组赛中,每队胜一场得3分,平一场得1分,负一场得0分,积分多者名次列前。
6.2.2小组赛中如果两队或两队以上积分相等,则依次按以下条件排列名次:
1)积分相等队间比赛的积分,多者名次列前;
2)积分相等队间比赛的净胜球,多者名次列前;
3)积分相等队间比赛的进球数,多者名次列前;
4)积分相等队在同一循环全部比赛中的净胜球、进球数,多者名次列前;
5)积分相等队在同一循环全部比赛中获得红牌、黄牌总数少者,名次列前;
6)如仍相等,以抽签形式决定名次。
6.2.3第二阶段比赛每场必须决出胜负,如90分钟比赛为平局,则直接以踢球点球办法决出胜负。
7. 奖项设置
7.1获得比赛前三名的球队分别获得冠、亚、季军奖杯和金、银、铜奖章以及纪念品。
7.2 设立"最佳运动员"奖、"最佳射手"奖、"最佳守门员"奖、"最佳教练员"奖、“最佳进球”、"最佳裁判员"奖、"最佳领队"奖等单项奖;“公平竞赛球队”奖、"奉献"奖、“最佳阵容”奖等团体奖项。同时,组委会为各参赛队均颁发荣誉证书和纪念品以资奖励。
8. 竞赛规则及相关规定
8.1比赛执行国际足球理事会2020-2021的《足球竞赛规则》。
8.2 场地:
上海市民体育公园-足球公园(安辰路999号)
上海市奉贤体育中心(上海市奉贤区古华南路100号)
8.3比赛用球:5号比赛用球。
主办方将向各参赛队伍提供10个官方训练用球。
8.4 运动员比赛装备:
各参赛队伍均须穿着统一的足球比赛服装,并准备两套颜色不同的足球比赛服装;守门员的比赛服装颜色要与其他队员服装颜色有明显区别;队长必须佩戴队长袖标。
领队联席会议上确定小组赛每场比赛各参赛队服装颜色。
8.5 比赛时间:
全场比赛为90分钟(上、下半时各45分钟),中场休息不得超过15分钟。
8.6 每场比赛允许填报人数:
每队可报22名运动员,其中11名替补运动员,但只可替换5名运动员,且下场的运动员不得再次加入比赛。
8.7替补席上不超过11名队员和4名球队官员,另外可以就坐1名志愿者。
8.8关于纪律处罚
8.8.1在同一场比赛中运动员被裁判员累计出示黄牌2次或被裁判员直接出示红牌的,或同一阶段的两场比赛中累计两张黄牌,将自动停止下一场比赛。若赛事纪律委员会未追加处罚,将自然停赛一场。
8.8.2在一场比赛中,运动员因2张黄牌而被出示红牌的,该黄牌不作累计。
8.8.3在一场比赛中,运动员得到1张黄牌后又被裁判员直接出示红牌的,该黄牌仍作累计。
8.8.4在一个阶段比赛结束时,有未执行或未执行完成的停赛或纪律处罚,则带入下一阶段比赛继续执行完成;
8.8.5小组赛阶段的红、黄牌数量不带入第二阶段累计计算。
8.9 退赛、弃赛和罢赛:
8.9.1参赛队必须踢完其小组所有的比赛以及随后的比赛。
8.9.2在确认参赛后,代表队若退赛(不可抗力因素除外),将在今后两年的系列赛事中除名。
8.9.3在赛事过程中,不论任何原因,代表队没有继续参赛,将在今后两年的系列赛事中除名。
8.9.4有下列情况之一的运动员参加比赛,则该名运动员所属球队此场比赛按弃权处理:
1)未报名;
2)处在停赛期;
3)正在仲裁过程中尚未被允许参赛。
8.9.5有下列情况之一的球队属罢赛:
1)并非因不可抗力,且未获得主办方批准,而未参加赛程规定的比赛;
2)拒绝按照主办方的安排参加补赛或改期的比赛;
3)拒绝按照裁判员的要求,在5分钟内恢复中断的比赛;
4)中途退出比赛。
8.9.6退赛、弃赛和罢赛的处理
1)如一方球队比赛弃权或罢赛,则视为另一方球队获胜,比分记录为3:0;如比赛的实际比分净胜球超过3:0,则以当时的比赛实际结果为准;
2)如双方球队比赛弃权或罢赛,则双方球队本场比赛均无成绩,积分计为0分;
3)如参赛队中途退出比赛,则所有与该队的比赛均视为对手获胜,相关比分记录为3:0(无论比赛是否已经进行);如果比赛的实际比分净胜球超过3:0,则以当时的实际结果为准;
8.9.7比赛取消及比赛中断的处理程序
如果由于任何不可抗力或者任何其他包括但不限于比赛场地不适宜比赛、天气原因、照明灯故障等事故,裁判员认为比赛无法正常开始,或裁判员在正常比赛结束之前中断了比赛,则应当采取以下措施:
1)比赛将被自动延时或暂停30分钟,等待情况得到有效改善后将比赛开始或重新开始,除非裁判员认定比赛可以提前开始或重新开始。
2)比赛被自动延时或暂停30分钟后,如果裁判员认为再延长一段时间可使比赛恢复重新开始,则可再延长30分钟;如果第二个30分钟结束后比赛仍未能得到恢复,则裁判员必须宣布中止该场比赛。
3)宣布观众退场,双方球队撤离赛场
比赛监督征求各方意见后,应决定在24小时内进行重赛或补赛的时间和场地。
4)对于中断的比赛,补赛从比赛中断的时间起恢复。被中止时的比分等情况依然有效。当主办方决定将比赛恢复完成时,具体应遵循如下原则:
1)比赛从被中止时的原比赛时点恢复,恢复时所有场上运动员、替补运动员应与比赛被中止时一致;
2)不能对替补运动员名单中的运动员进行增加、更换;
3)不能增加可换人的次数;
4)比赛的红、黄牌依然有效,被罚令出场的运动员不能参加比赛,被罚离替补席的球队官员不得进入替补席和技术区域;
5)所有与此比赛有关的其他处罚依然有效;
6)恢复比赛的时间(在随后可预见的时间)与比赛地点由主办方决定;
7)由此可能产生的一切后续问题由主办方决定。
8.9.8比赛如不能在24小时内进行重赛或补赛,则:
1)比赛监督应报告主办方,由主办方做出处理决定;
2)由主办方做出的决定为最终决定;
3)如在此过程中发生违纪行为,比赛监督应将有关报告向赛事纪律委员会提交,由纪律委员会做出有关纪律处罚。
8.9.9不可对本规程此条规定提出申诉。
9. 比赛监督、裁判人员
9.1比赛监督由2021中国(上海)国际青少年足球邀请赛竞赛委员会负责选派。
9.2裁判监督、裁判员由2021中国(上海)国际青少年足球邀请赛裁判委员会负责选派。
9.3不可对裁判员赛场上比赛事实的决定提出任何抗议。
10.竞赛接待与经费
1)车辆保障:赛事期间,组委会为各代表队提供一辆中型客车负责赛场与驻地间的接送。
2)保险和医疗:组委会为各代表队全体参赛人员统一购买运动意外险。赛事期间,比赛场地配备医疗人员和救护车在赛场进行医疗保障。
11. 其他事宜
11.1本规程未尽事宜,另行通知。

1. Tournament Name
2021 China (Shanghai) International Youth Football Invitational
2. Tournament Time and Venues
Time: Early July, 2021
Venue: Shanghai Citizen Sports Park – Football Park (No. 999, Anchen Road)
Shanghai Fengxian Sports Center (No.100, South Guhua Road, Fengxian District, Shanghai)
3. Participating Teams
Participating teams shall enroll in the names of China National Campus Football Team, Shanghai Elite Campus Football Team, Shanghai Shenhua Football Club Youth Team, Shanghai Port Football Club Youth Team, football teams of private schools (international division) in various districts and schools for children of overseas employees in Shanghai (international schools).
4. Qualification of Participating Athletes
4.1 Age: Under 17 years old (participating athletes of the 2021 invitational must be born after January 1, 2004 and before December 31, 2005). Should there be participating athletes below the age group above, they shall submit a statement bearing the official seal of their schools and get the approval of the Organizing Committee (Competition Division) before enrolling. Athletes who are above the age group above may not enroll.
4.2 Participating athletes shall be registered students of each school. Under special circumstances, or when the Organizing Committee (Competition Division) deem it necessary to verify an athletes’ enrolling qualification, the athlete’s school shall submit an identity certification with the name list of athletes and bearing the official seal of the school.
4.3 Anyone who violates the above qualification regulations shall be punished by the Discipline Committee.
5. The Enrolling Procedure and Notices for Athletes and Officials
5.1 Enrolling Procedure
5.1.1 From May 24, 2021 on, all participating teams may log on to http://youthfootball.secsa.cn, the official website of China (Shanghai) International Youth Football Invitational, or https:// www.secsa.cn , the official website of Shanghai Educational Center for Science and Art, to register and enroll. Information to be submitted upon enrolling shall include the name and brief introduction of the participating team (attach related materials for enrolling).
5.1.2 All participating teams shall submit their enrolling information before June 3, 2021 (30 days before the tournament). Enrollment information shall be deemed as confirmed upon submission. All information submitted may not be altered. Enrollment information shall include a 30-people-name-list of athletes and 10-people-name-list of officials.
5.1.3 All participating teams shall confirm their final participants’ name lists before June 18, 2021 (15 days before the tournament). A maximum of 22 athletes and 4 officials (1 manager, 2 coaches, and 1 doctor) may be enrolled in the tournament for each team.
5.2 Notices for Enrolling
5.2.1 All participating teams shall conduct physical examinations for their athletes to ensure that all participants are healthy. During the tournament, the Organizing Committee will buy a sport-related casualty insurance for every participant.
5.2.2 Specific Requirements for Enrolling Information
For online enrollment, each participant shall submit his/her passport number, date of birth, photo (electronic, front view, bareheaded, 400 by 570 pixels). Athletes shall submit their height, weight, their numbers in the team, and the positions they play. Team officials shall submit their titles and other related information.
6. Tournament System
6.1 Competition System
Twelve teams shall compete in the tournament
1) Stage 1: twelve teams shall be divided into 4 groups (A, B, C, and D), and play in one-cycle group matches.
2) Stage 2: two elimination matches: A1 vs C1 and B1 vs D1. The winners of the two matches shall qualify for the final match and the losing teams of the two matches shall compete for the third place.
6.2 Methods of Point Accumulation and Positioning:
6.2.1 In the group matches, each winning team shall earn 3 points, both drawing team shall earn 1 point, each losing team shall earn 0 point. The team that earns more points shall be positioned higher in the group.
6.2.2 In the group match stage, should two or more teams have earned the same points, their positioning shall be determined by the following factors in the following order:
1) For two teams with equal points, the team that earned more points in the matches between the two shall be positioned higher;
2) For two teams with equal point and the same amount of points in the matches between the two, the team that has accumulated more goal differences in the matches between the two shall be positioned higher;
3) For two teams with equal points, the same amount of points in the matches between the two, and the same goal differences in the matches between the two, the team that scored more goals in the matches between the two shall be positioned higher;
4) For teams with equal points, the team that has accumulated more goal differences or goals in all the matches of the same cycle shall be positioned higher;
5) For teams with equal points, the team that has accumulated fewer red or yellow cards in all the matches of the same cycle shall be positioned higher;
6) Should two teams still tie after the above comparisons, their positioning shall be determined by lottery drawing.
6.2.3 One winner must emerge from each match in stage 2. Should two teams tie with each other in a 90-minute-match, they shall compete through penalty kicking.
7. Awards
7.1 Winners of the first, second and third prizes shall be awarded corresponding trophies, gold, silver, and bronze medals respectively, and souvenirs.
7.2 Individual awards including “Top Athlete”, “Top Scorer”, “Top Goal Keeper”, “Top Coach”, “Top Goal”, “Top Referee”, and “Top Manager”, as well as group awards including “Best Fair Play Team”, “Dedication Award”, and “All Star Team” shall be awarded. Meanwhile, the Organizing Committee will award Certificates of Honor and souvenirs as encouragement for every participating team.
8. Competition Rules and Related Regulations
8.1 The 2020-2021 FIFA Laws of the Game shall be adopted for all matches.
8.2 Venue:
Shanghai Citizen Sports Park – Football Park (No. 999, Anchen Road)
Shanghai Fengxian Sports Center (No.100, South Guhua Road, Fengxian District, Shanghai)
8.3 Official Ball: Size 5 Official Soccer Ball
The Organizing Committee will provide for each team 10 official balls for training.
8.4 Sports Equipment for Athletes:
Each participating team must wear uniformed soccer T-shirts for matches. Each team shall prepare soccer T-shirts of 2 different colors for its athletes. The color of goalkeepers’ clothes in the match shall be significantly distinct from that of other players of their teams. Captains must wear armbands.
On the Managers’ Joint Conference, the colors of each team for each match shall be decided.
8.5 Match Time:
Each match shall be 90 minutes long (45 minutes for each half), the halftime break for each match may not exceed 15 minutes.
8.6 Number of Players Allowed to be registered for Each Game:
Each team may register 22 athletes, in which 11 are substitutes. However, only 5 substitutions may be made during the match and players who are substituted in the match may not return to the same match.
8.7 No more than 11 athletes and 4 team officials may sit on the substitutes’ bench. Also, 1 volunteer is allowed to be seated on the substitutes’ bench.
8.8 Disciplinary Punishments
8.8.1 If an athlete is shown the yellow card twice or is shown the red card in one match, or if an athlete is shown the yellow card in both matches of the same stage, the athlete shall be suspended from the next match. Unless the Discipline Committee imposes additional punishments, such an athlete shall naturally be suspended from one match.
8.8.2 If an athlete is shown the red card as a result of being shown the yellow card twice within one match, such yellow cards shall not be added into further calculations.
8.8.3 If an athlete is shown the yellow card and then directly shown the red card by the referee within one match, such yellow cards shall be added into further calculations.
8.8.4 If suspensions from matches or other disciplinary punishments have not been carried out or carried out in full by the end of one stage, such punishments shall be carried forward to the next stage for execution.
8.8.5 The red and yellow cards shown during the group matches shall not be carried forward to Stage 2 for further calculation.
8.9 Withdrawal, Forfeits and Boycotts
8.9.1 All participating teams must finish all matches during the group match stage and the matches that follow.
8.9.2 After confirmation of enrollment, should any team withdraw from the tournament (unless caused by force majeure), the team shall be expelled from the tournaments of the next 2 years.
8.9.3 Should any team fail to continue to participate in the matches (before elimination) for whatever reason in the course of the tournament, the team shall be expelled from the tournaments of the next 2 years.
8.9.4 Should any athlete participate in a match under the following circumstances, the athlete’s team shall be deemed as forfeiting the match.
1) Not enrolled;
2) Undergoing suspension;
3) In the process of arbitration, therefore not yet allowed to play in matches.
8.9.5 Under the following circumstances, a team shall be deemed as boycotting the match
1) Not participating a match set in the calendar without force majeure causes or permission from the organizer;
2) Refusing to participate in make-up matches or rescheduled matches according to the arrangements of the organizer;
3) Refusing to resume discontinued matches within 5 minutes upon the instruction by the referee;
4) Withdrawing from a match halfway.
8.9.6 Treatments towards Withdrawal, Forfeits and Boycotts
1) Should a team in a match forfeits or boycotts a match, the opposing team shall be deemed as the winner of the match. The score of such a match shall be recorded as 3:0 or the actual score should the opposing team’s accumulated goal difference by the time of the team’s forfeiting or boycotting is above 3:0;
2) Should both teams of a match forfeit or boycott, neither team shall have scoring record for the match, and both team shall gain 0 point.
3) Should a team withdraw from the tournament halfway, the opposing teams of all of its matches shall be deemed as the winners. The scores of such matches shall be recorded as 3:0 or the actual scores should the opposing teams’ accumulated goal differences in such matches are above 3:0.
8.9.7 Handling Procedures for Suspended or Discontinued Matches
Should any force majeure or other causes (including but not limited to unfitting conditions of the venue, the weather, or defects of stadium lighting), causing the referee to believe that the match should not begin or causing the referee to discontinue the match before it ends, the following measures shall be taken:
1) The match shall be automatically delayed or paused for 30 minutes and shall not begin or resume until improvement of related conditions unless the referee deems the condition fitting for earlier beginning or resumption.
2) After the match has been automatically delayed or paused for 30 minutes once, should the referee believe that a further delay or pause is necessary before beginning or resuming the match, the match may be further delayed or paused for 30 minutes. Should the condition be still unfitting for the match to begin or resume by the end of the second 30-minute-delay/pause, the referee must declare the match suspended.
3) Make announcement to instruct the spectators to exit the venue, and both teams shall withdraw from the court.
Upon solicitation of opinions by the match supervisor, the time and venue of rematch or make-up match shall be decided within 24 hours.
4) For discontinued matches, the make-up match shall resume from the time of the matches’ discontinuation and the scores and other developments when the matches were discontinued shall remain effective. The following principles shall be adhered to when the organizer decides to resume and finish a discontinued match:
1) The match shall resume from the time point of its discontinuation. The players on the court and on the bench of both teams shall be consistent to those when the match was discontinued;
2) Neither team may add or change the players in its list of substitutes;
3) No additional available substitutes may be granted;
4) The red cards and yellow cards given at the time of match discontinuation shall remain valid. The banished players may not play in the make-up matches. The team officials banished from the substitutes’ bench may not enter the substitutes’ bench or technical areas of the match;
5) All other related punishments of the discontinued match shall remain valid;
6) The time (in the foreseeable future) and venue of the make-up match shall be decide by the organizer;
7) All possible issues that follow shall be decided by the organizer.
8.9.8 Should it be impossible for a re-match or make-up match to be held within 24 hours,
1) The match supervisor shall report such matter to the organizer to handle accordingly or make relevant decisions;
2) The relevant decisions made by the organizer shall be final;
3) Should there be any violation of discipline in this process, the match supervisor shall submit a report of such violation to the Discipline Committee of the tournament, so that the Discipline Committee may impose disciplinary punishments accordingly.
8.9.9 No appeal may be made against this rules and procedure clause.
9 Supervision and Referee Personnel of the Tournament
9.1 Match supervisors shall be selected and assigned by the Competition Committee of the 2021 China (Shanghai) International Youth Football Invitational.
9.2 Referees’ supervisors and referees shall be selected and assigned by the Referees’ Committee of the 2021 China (Shanghai) International Youth Football Invitational.
9.3 No objection against the decisions of referees about match facts may be voiced on the court.
10 Reception and Funding for the Tournament
1) Vehicles: During the tournament, the Organizing Committee shall provide each team with a medium bus for the dropping-off and picking-up between the courts and the team’s residence.
2) Insurance and medical services: The Organizing Committee will buy sport-related casualty insurance for every participant of every team. During the tournament, medical staffs and ambulances will be stationed by the courts of matches to offer medical support.
11 Other Matters
11.1 Other matters not covered in this plan shall be notified separately.
11.2 The power of interpretation of this plan shall reside with the Organizing Committee of the 2021 China (Shanghai) International Youth Football Invitational.
